Clearly the owner of this car does not learn from their mistakes. The remnants of the first attempt to hold the bumper on with duct tape are clearly visible, yet there is more duct tape holding it on. There's a fine line between persistence and learning from your mistakes, people!

It's possible this kludge was only made to keep the trunk from flapping. Sure. That's it. Because if it were meant to keep someone from opening it, it would only work for someone on the inside right? And that would mean... never mind, I don't want to think about it.
